There's been a lot of confusion over these $13.3 million
qualifying offers, which the Giants declined to provide any of their free agents. They are virtually meaningless and have nothing to do with whether a player can return to his old team. It's just a new mechanism to provide teams with compensatory draft choices when they lose a prime free agent. The Giants (and all other teams now) are free to keep negotiating with Affeldt, Scutaro, Pagan, etc...
