I think it gets to the heart of it. Bill Clinton to speechmaking is like Beethoven or Miles Davis. His is a work of improvisation that is easily genius. He doesn't just read from the teleprompter, he converses with it.
The way the man's head puts otherwise pedestrian lines into forceful statements, parallel structures, comparisons, well, you just gotta read the piece and see what he does on the fly to understand.
